Document Accessibility & PDF Remediation

Awarded by the Washington State Department of Enterprise Services, this contract lets eligible public entities order document accessibility services from Access Ingenuity directly, with no separate procurement process required.


  • Document Accessibility Consultation

    Support and consultation from an accessibility expert for organizations remediating documents in-house. We review your current process, identify gaps, recommend tools and training, advise on PDF/UA requirements that authoring tools miss, and step in on documents your team has started but cannot complete due to tool, expertise, or capacity limits.

  • Historical & Aging Documents

    Remediation of aging, outdated, or historical documents not built for accessibility. Often scanned, requiring OCR, structural rebuilding, and full tag tree creation. Common projects: public records archives, historical publications, legacy .doc and .xls files, scanned PDFs, board minutes, and policy archives.

  • Fillable Forms & Interactive PDFs

    Add-on remediation for documents with fillable fields or interactive elements: accessible field labels, programmatic associations, defined tab order, and screen-reader compatible validation. Common projects: benefits enrollment, permit and intake forms, tax and licensing applications, and HR onboarding documents.

Do we need to run our own procurement?

No. Contract No. 02024 was competitively procured by the Washington State Department of Enterprise Services. Eligible purchasers issue a purchase order referencing the contract number, and the procurement requirement is met. There is no separate solicitation or bidding process.

What if our team already remediates in-house?

Many of the organizations we work with have active in-house remediation programs. Our consultation services are built to support those teams, reviewing your current process, identifying gaps, recommending tools and training, and stepping in on documents your team has started but cannot complete due to tool, expertise, or capacity limitations. The goal is to make your in-house program stronger, not replace it.

What file formats can you remediate?

We remediate PDF, Microsoft Word (DOCX), Excel (XLSX), and PowerPoint (PPTX), along with HTML, ePub, InDesign, Illustrator, and image formats. For historical and aging documents, we also handle legacy .doc and .xls files and scanned documents requiring optical character recognition (OCR).

How fast can you turn around a project?

Turnaround depends on document size. Standard turnaround ranges from two to five business days for short documents up to eleven to twenty business days for documents over 500 pages. Rush turnaround is available across all page counts. Fillable form and interactive PDF projects add time per the contract schedule. We confirm a firm delivery date with every quote.

What standards do you meet?

All deliverables meet WCAG 2.2 AA technical standards, and PDFs additionally meet PDF/UA (ISO 14289-1 or 14289-2). Documents are compatible with assistive technologies including JAWS and NVDA. If WaTech adopts a newer standard during the contract term, we will meet the updated standard.
